India Will Ship Less Rice From a Record Stockpile
USDA cuts India’s 2027 rice exports to 24 million tonnes even as record stocks more than cover an El Niño crop and African buyers face firmer offers.
The United States Department of Agriculture has cut India’s rice export forecast for 2027 by 4 percent to 24 million tonnes, citing lower shipments of broken and white rice. The trim lands on a country whose public godowns still hold far more grain than the October buffer, after two heavy harvests.
That is the odd shape of this market. The new crop is smaller. The cupboard is not.
USDA Trims India’s 2027 Rice Shipments to 24 Million Tonnes
The USDA’s global market analysis put calendar-year 2027 shipments at 24 million tonnes, a 1 million tonne cut from 25 million. It blamed rising prices and a thinner exportable surplus, with the drop concentrated in broken and white rice rather than in basmati. India still supplies more than 40 percent of world rice trade and sells into more than 140 countries across Asia, the Middle East, Europe and the United States.
Suraj Agarwal, co-founder and chief executive of exporter Rice Villa, tied the smaller crop to the weather. “A strong El Niño weather pattern is causing bad monsoons, which is expected to drop India’s rice production by 4.5% to 147 million tonne (MT) in the current crop year (2026-27),” he said. That would be the first year-on-year fall since 2015-16, after a 154 million tonne crop in 2025-26 that made India the world’s largest producer.
Agarwal also said the USDA had cut its global rice trade forecast for next year by 1.3 million tonnes. The September Rice Outlook from the Economic Research Service had already put 2026/27 world exports at 62.7 million tonnes. Grain shipments from India still rose 2.17 percent to $4.81 billion in April-August, even as West Asia freight stayed high.
INDIA RICE, MILLED
| Item | 2025/26 | 2026/27 |
|---|---|---|
| Production | 154 million tonnes | 147 million tonnes |
| Harvested area | 52.83 million hectares | 51.00 million hectares |
| Ending stocks (marketing year) | 58.5 million tonnes | 52.5 million tonnes (New Delhi post) |
| Calendar exports | 25 million tonnes (prior USDA) | 24 million tonnes (2027) |
The production and area rows follow the USDA’s October 9 world table. Ending stocks for 2026/27 are the New Delhi attaché’s August figure, not a later WASDE print. Calendar 2027 exports are the 24 million tonne call.
The Cupboard Is Not Bare
Officials said the government held over 38 million tonnes of rice against an October 1 buffer of 10.25 million tonnes, more than three times the rule, and would sell into the open market to cap prices. That central-pool figure is milled grain in public hands around October 11. It is not the same number as USDA’s all-India stock.
THE STOCKPILE AGAINST THE BUFFER
- Central pool: Over 38 million tonnes of rice versus a 10.25 million tonne buffer for October 1, per officials.
- All-India carryout: USDA raised 2025/26 ending stocks to a record 58.5 million tonnes on Food Corporation of India reports.
- August 1 government hold: The New Delhi post put government stocks at 63.9 million tonnes, counting 40.2 million tonnes of rice and 35.3 million tonnes of paddy at mill equivalent.
- World share: Those Indian ending stocks are 29 percent of the global pile for 2025/26 and 28 percent for 2026/27, against a 10-year average near 20 percent.
Fifty-eight and a half million tonnes is close to a full year of world rice trade at the September global export pace of 62.7 million tonnes. The weather is cutting the crop. It is not emptying the warehouses.
Record carryover stocks from previous years will more than offset the production decline ensuring more-than-sufficient domestic supplies.
USDA Foreign Agricultural Service, India Grain and Feed Update, August 28, 2026
The same carryover stocks will more than offset the smaller harvest, the New Delhi post wrote, while still putting marketing-year 2026/27 exports at 25 million tonnes as of late August. That marketing-year line is a different clock from the 24 million tonne calendar-2027 cut. The attaché’s logic was that official selling of surplus grain would keep Indian offers competitive even if the field crop shrank.
The September Rice Outlook recorded a record 58.5 million tonnes of ending stocks for 2025/26 after the August 1 FCI print, and said stocks would likely stay record large with two months of the marketing year left. Strong official buying, not a short crop, is what filled the godowns. The free-ration scheme needs about 36 to 38 million tonnes of rice a year. Procurement has been running well above that, so surplus has stacked up.
Farmers Sowed 3.7% Less Paddy This Kharif
Kharif paddy area is down 3.7 percent to 42.92 million hectares, according to the farm ministry’s season tally. That is the summer-sown crop, which supplies more than 80 percent of output, and it is a different cut from USDA’s all-season harvested area of 51.00 million hectares. The missing hectares are concentrated in the south, where the monsoon was weakest.
THE 2026 MONSOON
- June 2026: A delayed onset and a rainfall shortfall near 40 percent slow early sowing, the New Delhi post said.
- July 2026: Rains recover to near normal and planting picks up, though the area still lags the prior year.
- August-September 2026: IMD expects the second half of the season at 94 percent of normal; the post flags moisture stress on unirrigated southern and eastern fields.
- September 15, 2026: The Rice Outlook cuts 2026/27 output 3 million tonnes to 147.0 million, the first year-to-year drop since 2015/16.
- October 9, 2026: The WASDE round feeds the 24 million tonne export figure for 2027.
B.V. Krishna Rao, president of the Rice Exporters Association, gave a steeper field estimate in mid-September, saying yields would be lower and that production could decline by around 10 million tonnes, about 6.5 percent from 154 million. That is his association’s number. The USDA crop remains 147 million tonnes, a 7 million tonne, 4.5 percent drop from 154 million.
WHERE KHARIF AREA FELL
- Karnataka: Down 0.46 million hectares, the largest state cut in the ministry list.
- Telangana: Down 0.43 million hectares.
- Andhra Pradesh: Down 0.18 million hectares.
- Tamil Nadu: Down 0.15 million hectares, taking the four-state total to 1.22 million hectares.
Premium southern lots are already tighter. Sona Masoori, Ponni and Swarna have risen 10 to 25 percent on the year on lower area and patchy rain. Irrigated belts in the north still have soil moisture. The unirrigated peninsula does not.
Who Buys When Indian Offers Rise?
West Africa takes the broken and parboiled cargo that USDA now sees shrinking. In one summer vessel line-up, Benin led scheduled loadings at 390,765 tonnes from Kandla, Chennai and Kakinada, with further stems for Ivory Coast, Guinea, Mozambique, Nigeria and Senegal. Benin has long been the largest listed destination for Indian broken rice. Senegal, Côte d’Ivoire and neighbouring ports buy the same grades for daily meals, not for boutique basmati shelves.
Those buyers already had a hard year on price and on dollars. Non-basmati volume held up in 2025-26 while value slipped, as West and Central African orders slowed and some importers asked to pay in local currency. Indian millers turned them down. The 2027 cut USDA now pencils in is another turn of that screw: less broken and white rice on the water, at higher Indian prices, into markets that cannot easily switch staple diets.
Iran and Iraq, which take bagged and basmati stems, were already a drag. The September Rice Outlook trimmed India’s 2025/26 exports by 500,000 tonnes on a slower pace to those two markets, citing logistics around the regional conflict. Freight from the West Asia fighting is the same headwind that left April-August shipments only 2.17 percent higher in value. A smaller exportable surplus on top of that does not hit Tokyo or London first. It hits Cotonou, Dakar and Abidjan.
A Gap for Thai and Vietnamese Cargoes
India still accounts for about 40 percent of global rice exports, a share the agricultural export authority’s rice dashboard has been tracking through the year. A 1 million tonne Indian retreat does not empty world trade. It does move price-sensitive cargo toward Thailand, Vietnam and Pakistan, which already fight India in Africa, the Middle East and parts of Asia.
The Vietnam Food Association has been aiming at nearly 7.74 million tonnes for 2026, with the Philippines still its largest buyer and China a fast-growing second market for broken and industrial grades. Thai millers have been chasing African and Southeast Asian stems while watching Indian offers. Pakistan, whose 2026/27 crop the October 9 table puts at 9.40 million tonnes, sells into some of the same Gulf and African tenders.
The USDA’s October 9 table also sets China’s 2026/27 crop at 147 million tonnes of milled rice, matching India after the Indian cut. World output in that table is 533.08 million tonnes, down 12.57 million tonnes, or 2.30 percent, from 545.65 million. India is no longer clearly out in front as a producer. It remains the exporter that sets the tone for broken and white rice, which is why a 4 percent Indian trim still moves the board.
Dev Garg, vice president of the Indian Rice Exporters Federation, had argued in early October that India still held roughly 27 million tonnes of surplus over buffer, more than a recent year’s exports of about 22 million tonnes, and could keep supplying. His federation was looking through the stockpile, not through USDA’s new export line. The two views can sit together only if New Delhi keeps feeding the domestic market from FCI sheds and lets millers ship less of the new crop.
Retail Rice Hit Rs 46.92 as FCI Prepares to Sell
Retail rice was Rs 46.92 a kilogram on October 11, a 10 percent increase on the year. Sources said those domestic prices, on lower output, are likely to slow exports in the current fiscal year. The policy reply is the same one used after every heavy procurement season: sell from the central pool.
Officials said the 38 million tonne stock would be offloaded under the open market sale scheme to curb the rise. Surplus rice has also been going to ethanol plants under a 20 percent blending mandate, with FCI grain a secondary feedstock after corn, the Rice Outlook noted. Open-market rice has had a lukewarm following among bulk buyers in recent seasons, which is one reason the pile grew in the first place.
The new kharif is arriving while the old crop is still sitting. In Odisha, millers waiting on FCI to lift custom-milled rice have been short of space for November procurement. Food Supplies minister Krushna Chandra Patra said FCI had a 2.2 million tonne parboiled-rice lift target from the state for 2025-26 and, as of mid-September, had taken 0.623 million tonnes of parboiled and 0.189 million tonnes of raw. Slow evacuation is the physical face of a record stock: sheds full, new paddy at the gate.
USDA can mark 24 million tonnes for 2027 and still be describing a country that feeds 800 million people from public grain and holds a year of world trade in reserve. The tonnes that do not sail will show up in Cotonou invoices and in Thai and Vietnamese stems. The tonnes that stay will show up in OMSS auctions, ethanol tenders, and mill yards that cannot take the next truck until FCI sends one.
