Derry Halloween Stays Free as Tokyo Fences the Street
Derry’s 40th Halloween carnival stays free on 31 October, while Tokyo’s Shibuya Ward spends 74 million yen to keep the street party down.
Derry is about to throw a free 40th-birthday street carnival for Halloween, while Tokyo’s Shibuya Ward has budgeted 74 million yen (about $467,400) to keep people from partying on the same kind of street. Saturday, 31 October 2026, is the first Halloween night to fall on a Saturday since 2020, and the seven cities now sold as must-sees no longer offer the same night.
Some still put a parade on the pavement and ask you to bring a costume. Others sell timed tickets, fence a landmark, or move the fun indoors. The split is the trip.
Seven Halloween Cities, Seven Rules for the Street
The same holiday now runs on civic money, charity tickets, month-long tourism and a ward slogan that tells the crowd to go away. Read the grid before you book a flight, because a “Halloween city” on a list is not a promise that the street is open.
THE 2026 STREET TEST
| City | Peak date | On the street | What it costs to watch |
|---|---|---|---|
| Derry | 31 Oct, 7pm parade | Carnival through the walled city, fireworks 8.15pm | Free; City Walls slots already booked |
| Dublin | 26 Oct, 19:00 | Macnas Fiáin parade, five days before Halloween | Free parade |
| Edinburgh | 31 Oct, 6:30pm to 10:45pm | Samhuinn Fire Festival on Calton Hill | Sold out, from £15 |
| Salem, Massachusetts | 1 to 31 Oct | Month-long Haunted Happenings in a city of 45,000 | Streets open; many tours paid |
| New Orleans | 24 Oct, 6:30pm | Krewe of BOO, 3-mile French Quarter route | Free to watch |
| Bran, Transylvania | 24 Oct to 1 Nov | No civic parade; castle grounds and a park tent | Ticketed; Eclipse cap 100 |
| Tokyo (Shibuya) | 30 Oct to 1 Nov controls | No official street event; Hachiko fenced | Walking in costume is legal |
Halloween night itself is only the peak in Derry, Edinburgh, Salem and Shibuya. Dublin’s big parade is on 26 October. New Orleans rolls on 24 October. Bran Castle sells a week of moon-named tickets around the date.
Derry’s 40th Birthday Is Still Free
Derry Halloween runs from Wednesday, 28 October to Sunday, 1 November 2026, and the festival’s own FAQ still says the main night costs nothing to attend. The Awakening the Walled City Trail is on from 6pm to 9pm on 28 to 30 October. The carnival parade is at 7pm on Saturday, 31 October, and the fireworks are due at about 8.15pm, weather allowing. Those headline beats, the parade and fireworks are all free for the public.
The 40th anniversary dates from 1986. Derry City and Strabane District Council has put extra money into local artists, a 250% funding boost, and named Kevin O’Neill artistic director of the parade. O’Neill has said the 2026 procession will look back at 1980s fashion and music and at the Celtic creatures of Samhain. The Inishowen Carnival Initiative is producing the parade, with more than 500 performers already signed up. The Executive Office and the Irish Government are listed as backers.
Free does not mean unmetered on the Walls. For the first time a designated section of the trail on the historic City Walls, a scheduled monument more than 400 years old, is on timed tickets. Those tickets are free of charge and already fully booked. A limited extra batch is due online at 12 noon on each trail night, 28 to 30 October. Timed slots run from 6.00pm to 8.30pm, with quieter relaxed sessions at 6pm. Children need a ticket in the fenced section; under-2s do not. The rest of the trail across the city centre stays open with no booking.
Cllr Grace Uí Niallais, Mayor of Derry and Strabane, launched the 2026 programme on 29 September.
Thrilled to launch the Derry Halloween 2026 programme and unveil plans for a very special 40th anniversary celebration! 🎃
Thank you to all our tourism partners for their ongoing support in making this festival one of Ireland's leading cultural events.

The FAQ still tells visitors to dress up, and to DIY the costume if they want, because almost everyone on those nights already does. Hotels, it warns, go fast.
DERRY HALLOWEEN 2026
- 28 to 30 October, 6pm to 9pm: Awakening the Walled City Trail; free city-centre route, timed free tickets only for a Walls section.
- 31 October, 7pm: Carnival parade through the Home of Halloween, community groups and schools on the route.
- 31 October, about 8.15pm: Fireworks over the River Foyle after the parade, delayed if it rains.
- 1 November: Official festival window closes.
That is the rare offer on the 2026 map: a city still staging Halloween as a public party, then asking the crowd to go home without a wristband.
How Halloween Left Ireland and Came Back
Tourism Ireland, on a Government of Ireland site, calls the island the birthplace of Halloween for 2,000 years. The older name is Samhain, pronounced sow-win, the Irish word for autumn. It marked the end of the pastoral year, when crops came in and animals came down from the fields for the dark half of the year. Halloween is 31 October. Samhain, in this telling, begins on 1 November, All Saints’ Day, one of the four old quarter days.
The Celts held that souls of the dead visited on that threshold, and that the newly dead travelled on. Communal fires, guising and carved roots sat in that night long before orange plastic pumpkins. Irish migration to the United States in the 19th century, the same page says, carried those customs across the Atlantic. Turnips became pumpkins. Masks became shop-bought costumes. America sent the holiday back as a global export, and the origin cities now sell the return ticket.
Dublin’s civic answer in 2026 is not a Halloween-night carnival. Dublin City Council’s Bram Stoker Festival runs Friday, 23 October to Monday, 26 October, over the October bank holiday, and leans on the city’s Gothic writer rather than on a street takeover of 31 October. The closing spectacle is a free Macnas parade on 26 October at 19:00 in the North East Inner City, close to where Bram Stoker once lived. Stokerland, a free family park in St Patrick’s Park, runs 24 to 26 October from 11:00 to 16:30, with a relaxed session on the Monday morning. The festival still has paid theatre and talks. The street gift is five days before the pumpkin date.
The Fire Festival on Calton Hill Is Sold Out
Edinburgh’s old streets do the Gothic work even when nothing is programmed, which is why ghost tours sell themselves. The night that tries to stage the older calendar is already gone. Beltane Fire Society’s Samhuinn Fire Festival is on Saturday, 31 October 2026 on Calton Hill, gates 6:30pm, last entry 9pm, show until 10:45pm. Citizen Ticket, the charity’s authorised box office, lists standard admission at £15 plus a £1.38 fee, £16.38, with a name-your-price floor of £13, and children’s advance tickets at £12 plus £1.16. Every band on that page reads not available. Tickets are sold out. Refunds requested before 28 October are meant to go back on sale to the waiting list. The society warns against other platforms, because fake tickets do not scan.
Hundreds of volunteer performers will take the hill with fire-play, drums, acrobatics and costume. The 2026 story puts the Cailleach, the crone and goddess of winter, at the centre, with a tired Summer King and a Winter Queen walking a tale about rest, grief and not fighting the dark. Proceeds, the charity says, cover the staging and the training. Bring a torch, wear boots, stay two metres from fire performers, and do not fly a drone. There are no big fireworks. There is a bonfire, and there is no spare ticket.
So the Scottish capital still offers the eerie walk and the vault tour. The one civic fire night that claims the Celtic turning of the year is a sell-out on a hill, not a free run down the Royal Mile.
A City of 45,000 Expects a Million Visitors
Salem, Massachusetts, has already started. Haunted Happenings runs 1 to 31 October 2026, and the Salem Chamber of Commerce grand parade went out on Thursday, 1 October at 6:30pm on an “Old School Halloween” theme. Chamber executive director Jeff Swartz said more than 120 groups marched, up from 85 last year, with around 3,000 people in the procession, the 29th year of that parade. Destination Salem says Halloween night will close with a 400-drone show for the city’s 400th anniversary.
The crush is the product. Haunted Happenings says it is excited to welcome more than a million visitors across the month, and city officials said last October already cleared that mark. Daily numbers are a different tally.
SALEM IN OCTOBER
- Residents: About 45,000 people live in the city that is absorbing the month.
- Weekdays: Mayor Dominick Pangallo said October weekdays bring around 65,000 visitors, some days over 100,000.
- Parking: Downtown has 2,800 public spaces, which is why he is pushing the train and the ferry.
- The month: Festival organisers put the October total at more than a million people.
In Salem, in October, we welcome around 65,000 visitors, some days over 100,000. For a city of 45,000 residents, that’s a lot. And we only have 2,800 public parking spaces downtown. For the easiest, most enjoyable visit to Salem, come by train, come by ferry, come by broom.
Dominick Pangallo, Mayor of Salem
The streets stay open. The tours, museums and haunted houses do not. Salem sells the American Halloween it helped invent, at a density the parking garage cannot hold, and it is already mid-month.
Why New Orleans Parades Before Halloween Night
New Orleans does not wait for 31 October to put floats on the street. Krewe of BOO!, the city’s official Halloween parade since 2007, has its Halloween parade rolling on 24 October 2026 at 6:30pm, the Saturday before Halloween weekend. The krewe’s own page calls it free and open to the public, child-friendly, costumes encouraged, a rolling party through the French Quarter with fiberglass and papier-mâché monsters on Kern Studios floats.
The route is three miles, assembling on Elysian Fields Avenue and finishing toward Andrew Higgins Drive. Over a thousand participants, marching bands, dance troupes and walking krewes throw candy, beads and toys to tens of thousands of people on the kerb. A jazz second line on Friday, 23 October at 3pm runs from Galatoire’s to Pat O’Brien’s as a free public add-on. The after-parade Monster Mash at 8pm is the paid room. The civic gift is the Saturday parade, a week early, because that is when this krewe rolls.
Ghost tours and French Quarter nights will still be there on the 31st. The one official Halloween parade will already have packed up.
Tickets, Tents and a 100-Guest Castle Party
Transylvania’s offer is a castle with a box office. Bran Castle’s 2026 Halloween programme, the Legend of Dracul at Bran Castle, runs from 24 October to 1 November. Tours have been expanded and pitched mainly at adults. Tickets are limited on every band. There is no free civic parade in the village square on the castle page.
BRAN CASTLE PACKAGES
- New Moon, 24 to 30 October: Daytime Halloween tour 09:00 to 19:00, last entry; on Monday, 26 October the castle opens at 12:00.
- New Moon, 31 October: Darker daytime tour 09:00 to 17:00, recommended for adults.
- Blood Moon, 31 October: Evening tour 18:00 to 20:00, then the Royal Park party 21:00 to 04:00 in a 600 sq m tent with DJ Ioni and DJ Szabo, adults only, capacity limited.
- Full Moon, 31 October: Tour, dinner at the Tea House with chef Vasi Bejenaru, and the tent party; 160 guests, 80 per sitting.
- Eclipse, 31 October: Tour plus a private party inside the castle 23:00 to 04:00, buffet, open bar, two DJs; limited to 100 people.
- Blue Moon, 1 November: Family daytime tour 09:00 to 18:00, gentler characters and brighter rooms.
Party guests may leave and return with a wristband until the gates close at midnight. At 22:00 the castle shuts for an hour to set the private Eclipse night, and those 100 guests are sent to the park until 23:00. A costume contest runs from 23:30 to 00:15. This is Halloween as a timed product with a guest cap, which is the point of a castle that can only hold so many people in a corridor.
Shibuya’s Slogan This Year Is Goodbye Bad Halloween
Tokyo still looks like the costume capital on a listicle. Shibuya Ward’s 30 September 2026 announcement is the other half of that sentence. The slogan is “Goodbye Bad Halloween.” The ward is spending about 74 million yen on crowd control because Halloween falls on a Saturday, and because it wants the scramble crossing not to become a campsite.
Walking through in a costume is still legal. There is no official Shibuya street Halloween to cancel, because there never was a host. Street drinking in a zone around the station, including the scramble, Center Gai and Hachiko Square, has been banned from 6 p.m. to 5 a.m. every night since 1 October 2024. Littering has carried an on-the-spot ¥2,000 fine since 1 June 2026.
SHIBUYA’S 2026 CONTROLS
- Guards: About 60 private security staff on the night of 30 October, about 125 on 31 October, at around 10 spots including Hachiko Square.
- Staff: About 70 ward employees on manners patrol.
- Hachiko: The statue enclosed from 30 October to 1 November so the meeting spot cannot hold a crowd.
- Alcohol: 62 nearby shops asked not to sell drinks from 6 p.m. on 31 October until the next morning.
I want many people to understand that staying out all night in costume, drinking and making a scene is not permitted.
Ken Hasebe, Shibuya Ward Mayor, at a news conference
The local Halloween conversation has already moved indoors. Ticket trades for multi-night live shows at Shibuya Pleasure Pleasure, billed as Masked Halloween 2026, now fill the same streets’ timelines, which is what a clampdown looks like when it works: the costumes go to a door with a scanner. Themed cafés and shop-window displays remain. The open street is the thing the ward is paying to cool.
On Saturday, 31 October 2026, Derry still plans to fire a free carnival down a 400-year-old wall and light the Foyle at 8.15pm. Shibuya plans 125 guards around a fenced dog. Edinburgh’s hill is sold out. Salem will try to digest another six-figure day. The seven-city list is still a list. The street is the part that changed.
