Hours Passed Before Carnival Panorama Confirmed a Jump
Carnival Panorama confirmed a 56-year-old jumped off Baja only after a Saturday cabin search, hours after he went into the water.
A 56-year-old man went overboard from Carnival Panorama on Friday night, Sept. 18, about 50 miles off Mexico’s Baja California peninsula. U.S. Coast Guard Petty Officer Charlie Valor gave that time and that distance. Carnival Cruise Line said Saturday that cameras on the ship showed the male guest had jumped, on the return run from Puerto Vallarta to Long Beach, California.
The Coast Guard did not get the case until Saturday afternoon. By Sunday night, Valor said, the man still had not been found.
A 56-Year-Old Went Overboard on Friday Night
Carnival Panorama left Long Beach on Sept. 13 for a 7-night Mexican Riviera cruise and called at Cabo San Lucas, Mazatlan, and Puerto Vallarta. The ship left Puerto Vallarta at 8 p.m. on Thursday, Sept. 17, and was on the long northbound sea stretch when, according to Valor, the man went into the water Friday night.
The ship did not treat it as an overboard until Saturday. A passenger on board said a family member searched for the man, then asked guest services to page him at about 10:30 a.m. A guest posting from the sailing said public-address calls for a missing guest began around 11 a.m. and kept coming through the afternoon.
THE SATURDAY SEARCH ON PANORAMA
- Saturday, Sept. 19, about 10:30 a.m.: A family member asks guest services to page the missing man.
- About 11 a.m.: The ship begins repeating missing-guest calls over the public address system.
- About 3 p.m.: The ship turns south, away from the Long Beach track. AIS tracking put that turn about 190 miles south of Ensenada and 345 miles south-southeast of Long Beach.
- 3:30 p.m.: Crew orders a shipwide search. Guests are told to return to their staterooms.
- About 4 p.m.: Security walks cabin to cabin and scans guest identification cards.
- 5 p.m.: The captain and cruise director say camera review has confirmed the guest went overboard, and local authorities will keep up the search.
That six-hour gap on Saturday, from the first page to the camera call, is on top of the night Valor put the man in the water. Carnival’s own statement never gave a clock time for the jump. It said only that a male guest “jumped overboard while the ship was sailing from Puerto Vallarta, Mexico to Long Beach, California,” and that the team reviewed CCTV after it was “notified of a missing guest.”
Coast Guard Aircraft Are Searching Off Baja
Rescue Coordination Center Alameda was notified Saturday afternoon and took over the water search, the Coast Guard said. Fixed-wing aircraft went up. The Mexican Navy and commercial ships in the area joined. Carnival told guests after 7 p.m. Saturday that Long Beach was still planned for 9 a.m., and the ship was making about 21 knots once it resumed the northbound track.
The 50-mile figure from Valor is the Coast Guard’s location for the overboard. The 190-mile AIS fix is where Panorama turned on Saturday afternoon, after a night of steaming north. They are not the same point on the chart, and the second one is the worse place to start a search.
WHAT WE KNOW
- The guest: A 56-year-old man, not named, traveling with family on Carnival Panorama.
- The time: The Coast Guard says he went overboard Friday night, Sept. 18; Carnival confirmed a jump on Saturday after camera review.
- The place: About 50 miles off Baja California, on the Puerto Vallarta to Long Beach leg.
- The search: U.S. aircraft, the Mexican Navy, and nearby commercial vessels, with no find as of Sunday night.
WHAT IS UNCONFIRMED
- His name: Carnival and the Coast Guard have not released it.
- The exact minute: Valor said Friday night; Carnival did not publish a timestamp from the tape.
- The recovery: No public word that he has been found since Sunday night.
The ship itself was back in Long Beach on Sunday. The water search did not come back with it.
The 2010 Law Still Treats Detection as Optional
Federal law already told passenger ships what to install. The Cruise Vessel Security and Safety Act of 2010, now capturing images of passengers or detecting passengers who have fallen overboard, “to the extent that such technology is available.” The same section also requires rails at least 42 inches above the cabin deck and, separately, video kept for at least 20 days.
The vessel shall integrate technology that can be used for capturing images of passengers or detecting passengers who have fallen overboard, to the extent that such technology is available.
46 U.S.C. § 3507(a)(1)(D), Cruise Vessel Security and Safety Act of 2010
That “or” is the whole design. A camera that can be watched later satisfies the statute as written. A system that rings the bridge as a body goes over the rail is the other option, not a mandate. In 2015 the Coast Guard said it expected lines to comply predominantly through image capture, because detection products were not then seen as ready for sea.
Carnival Corporation has said it piloted detection products and found them unreliable. On Panorama, the Saturday record matches capture, not an alarm. Crew reviewed “man overboard cameras” after a missing-guest report, then told the ship the guest was gone. If those cameras had thrown a live alert on Friday night, Alameda would not have been starting from a Saturday-afternoon phone call.
Figures compiled for the Cruise Lines International Association by G.P. Wild counted 212 overboard incidents worldwide from 2009 to 2019. Most of those people are not brought back. The 2010 law was sold as a way to shrink that wait. Sixteen years later, this ship’s first move was still a page, a headcount, and a tape review.
4,008 Guests Sent Back to Their Cabins
Carnival’s own 4,008 guests at double occupancy share the ship with 1,450 crew. The Vista-class liner measures 133,500 gross tons, was built by Fincantieri, and entered service in 2019. She has been based in Long Beach since then on Mexican Riviera sailings from Long Beach.

Every one of those guests was told, at 3:30 p.m. Saturday, to go to a cabin and stay there while security scanned cards. Passenger Michael Bedwell said he had taken many cruises and had never been sent back to a room like that.
I’ve done a lot of cruises here and never had anything like this done before. We just did what they told us to do and they were walking around saying OK everyone back to your rooms. We didn’t really know what was going on.

The family traveling with the missing guest was notified and offered help from the ship’s care team, Carnival said. “Our thoughts and prayers are with them and their loved ones,” a spokesperson said.
What Happens When a Cruise Passenger Goes Overboard?
Once a guest is reported missing at sea, the crew’s first job is to prove the person is not still on the ship. Public-address pages go out. Guests are sent to cabins. Security scans identification cards door to door. Only after that headcount, and after someone sits with the camera files, does the bridge treat the case as a person in the water and hand the search to shore authorities.
That is the playbook Panorama ran on Saturday, and it is why a Friday-night overboard can become a Saturday-afternoon Coast Guard case.
HOW THE MISSING-GUEST PLAYBOOK RUNS
- The page: Guest services calls the missing person by name after family or friends raise the alarm.
- The rooms: All guests go back to staterooms so the crew can account for every card.
- The tape: Security reviews CCTV, including cameras treated as man-overboard coverage, to see if anyone went over a rail.
- The turn: The ship reverses along its track while that review is underway, then leaves the water search to aircraft and other vessels.
- The handoff: U.S. and Mexican authorities are notified, and the liner tries to make its next port on time.
On this sailing the turn showed up on AIS around 3 p.m. Guests were held through a second announcement about an hour later. At 5 p.m. the captain said the cameras had settled it. Shortly after 7 p.m., the ship was aiming at a 9 a.m. Long Beach arrival. The next booking on the ship was a 6-night run to Ensenada and Cabo San Lucas, listed to leave Sunday, Sept. 20. Carnival did not say whether that departure moved.
Instant Detection Is Already at Sea on Other Ships
The products the 2010 law called optional now exist in certified form. Zelim’s ZOE system is built to the ISO 21195:2020 man-overboard detection standard, which sets a 95% detection floor, and the company says sea trials on Ambassador Cruise Line’s Ambition ran 90 days. MARSS has said three of 11 new cruise ships launched in 2025 carried its MOBtronic gear. Disney has publicly described overboard sensors on its ships. CLIA has said it does not even track how many vessels have automatic detection.
Panorama’s Saturday sequence is what a capture-only ship looks like in practice. A family member had to hunt the decks and then ask for a page. The public address ran for hours. Four thousand people sat in cabins while someone watched video. The Coast Guard’s clock started in the afternoon, on a stretch of ocean the ship had already left.
Carnival said it is supporting the family who sailed with the 56-year-old. His name has not been released. As of Sunday night, Petty Officer Valor said, he had not been located.
