Smartphones in Classrooms: Effects on Learning and Well-Being
Smartphones in classrooms help only when a teacher directs the task. A phone in a pocket still splits attention, and students already behind lose the most.
A lesson is underway, and a phone is still in the room. It may sit face down on a desk, or it may stay dark in a pocket. The class can tilt toward it either way.
Smartphones in classrooms earn a place only when a teacher points them at a defined task. Left nearby with nothing to do, they split attention, and the students who are already behind lose the most ground.
This guide covers what phones do to attention and well-being, which rules match that evidence, who still needs a device, and what to ask before a ban starts at your school.
What Does a Nearby Phone Do to Classroom Attention?
A phone does not have to be unlocked to cost the lesson. A handset nearby, with notifications coming through, is enough for students to lose the thread of the task, according to UNESCO’s account of phones in school. Once distracted, a student can take up to 20 minutes to refocus on the work.
The research behind that account includes young children and university students. What it describes is time pulled off the task. Where the phone sits during the lesson is the detail a written ban skips if it never says the phone must leave the student’s reach.
We saw children as young as nine years old requesting smartphones, and it was evident that these children were not emotionally ready to navigate the complexities of these devices and the digital world.
Rachel Harper, principal, St. Patrick’s Primary School, Greystones, County Wicklow, Ireland
Harper banned smartphones at her primary school after watching younger children ask for devices they were not ready to handle. A primary room and a high school hall are different problems, which is why one rule for every age fits poorly.
Who Gains When the Phone Leaves the Lesson?
The clearest large test so far followed 16,683 college students in government and government-aided colleges in Odisha, India, for one semester of lectures with phones collected at the door. The largest gains in the Odisha phone-free classroom trial, which Sungu and colleagues published in 2026, fell to students who had lower grades beforehand and to first-year students. Higher-performing students expressed support for the policy too.
Classroom trials in China, published in 2022, split a different question: a ban, free use, and use the teacher directed.
| What students could do with a phone | What happened to learning |
|---|---|
| Collected for the lecture, colleges in Odisha, one semester | Average grades rose by 0.073 standard deviations on exams graded outside the class. |
| Allowed, with no direction from the teacher, in the China trials | The gain in performance was 32% of a standard deviation lower than when phones were banned. |
| Allowed, and the teacher directed students to use them for the lesson, in the same China trials | The gain in performance was 26% of a standard deviation higher than under a ban. |
| Banned, with paper aids instead of phones, in the same China trials | No measurable gain over a plain ban. |
Unguided phone time lost to a ban in those China trials. A task the teacher directed beat the ban, and paper aids did not. Removing phones in Belgium, Spain, and the United Kingdom improved learning outcomes in studies the 2023 GEM Report cites, with a larger gain for students who had been behind. These results come from college lectures and from other school studies with their own settings, so do not read any one shift as a score promise for your child’s grade.
What Should a School Phone Rule Spell Out?
Knowing that a nearby phone can cost the lesson still leaves the practical question of what a teacher does at the door. A sentence that says phones are banned does not name the hours, the place the phone goes, or what happens at lunch.
WHERE THE PHONE GOES
- Class time only: Phones stay off and out of sight during the lesson, then come back at lunch or in the hall.
- Bell to bell: Phones stay stored from the first bell to the last, including lunch and passing time.
- In a bag: The phone is off, but it is still with the student, where a buzz can pull attention back.
- Out of reach: The phone goes in a pouch, a caddy, a locker, or a box at the door, which is the setup used when the collected-phone lectures improved.
In fall 2023, six in ten U.S. high school teachers whose schools already had a cellphone policy said enforcement was very or somewhat difficult, based on Pew’s survey of classroom phone rules. A rule that leaves the phone in a pocket asks those teachers to win the same argument every period. Collection at the door is stricter, and it is easier to see.
When Should a Student Keep a Phone?
A storage rule with no medical door fails students who need the device, and it can unravel the policy. Saudi Arabia reversed a ban after disability groups objected, because some students rely on a phone for medical reasons.
Medical Needs and Disability Access
The firm case for keeping a phone is health monitoring or a learning accommodation, not social use. UNESCO’s notes from the end of 2024 record that kind of door in U.S. laws: Louisiana allowed learning accommodations, and Ohio allowed a phone when a health condition had to be monitored.
- Health check: A clinician says a condition must be watched during the day, and the phone is how the alert shows up.
- Learning access: The student’s education plan already names a phone or an app for communication or another learning need.
- The ask: A short note says what fails if the phone is taken, and it goes to the people who write the plan, not into a hallway dispute.
Staff can follow a note tied to a plan. They cannot fairly judge a private medical need from a verbal plea at the bell.
When the Teacher Directs the Phone
The China trials are why a total lockup is not the only serious option. Learning rose, relative to a ban, when the teacher told students to use the phone for the lesson. That use needs a routine, or it slides into scrolling.
- Name the task first: Give the question, the site or app, and what finished work looks like before any phone comes out.
- Set a short window: Keep the open time brief and visible, then put phones away again.
- Stop on time: Students who finish early do not get extra scrolling.
- Mark the work: The grade is for the task, not for having used a phone.
Paper substitutes did not beat a ban in those trials. If the task does not need a phone, leave the phones where the rule put them.
Written Consent for a Learning Need
Some systems allow a phone only after a family says in writing that a real lesson requires it. In Zhengzhou, China, parents have had to give that consent before a primary or secondary student brings a phone to school, stating that it is needed for teaching reasons.
KEEP THE YES NARROW
- The lesson: Name the class and the task, not a general right to carry a phone all year.
- The hours: Say when the phone is out and when it goes back into storage.
- The review date: Put an end date on the consent so it does not become a permanent pass.
The 2023 GEM Report asks schools to allow technology only when the use is appropriate, equitable, scalable, and sustainable. A narrow yes keeps that test in view. A blanket pass fails it. The medical door above is separate, and it should not double as permission for everyday scrolling.
How Widespread Are National Phone Bans?
School rules now sit inside a fast spread of national bans, and the laws are not all the same kind.
NATIONAL PHONE BAN MILESTONES
| Place and date | What the monitoring showed |
|---|---|
| Worldwide, June 2023 | 24% of countries had a ban when the GEM Report first tracked them. |
| Worldwide, end of 2023 | 60 education systems, or 30%, had bans in law or policy. |
| Worldwide, end of 2024 | 79 education systems, or 40%, had bans. |
| Worldwide, March 2026 | 114 education systems, or 58% of countries, had a national ban, in the GEM Report’s national phone-ban count. |
| United States, page updated 18 September 2026 | No nationwide ban. 39 states had acted: 15 with a statewide ban and 24 requiring districts to restrict phones in class. |
After the March 2026 count, more countries still added national bans, including Bolivia, Costa Rica, Croatia, Georgia, the Maldives, and Malta. Another group refused a single prohibition and instead ordered schools to write their own limits. That group includes Comoros, Colombia, Estonia, Lithuania, Iceland, Peru, Indonesia, Serbia, Poland, and the Philippines.
England did not pass one statute for every school. It issued government guidance on phones in schools that encourages a prohibition during the school day, with inspection used to press the point, while each school still writes the rule. France already bars phones in primary and lower secondary schools, and as of September 2026 lawmakers were still considering more specific rules. Germany’s tighter limits have started in primary schools in several states, rather than as one federal law.
In October 2026, Pennsylvania Governor Josh Shapiro said a bell-to-bell ban would begin the next school year in every classroom in that state. Bell-to-bell is the strict end of the range in the list above. A class-time rule that hands the phone back at lunch is a different policy, even when both are called a ban.
How Do Phones Affect Privacy and Student Well-Being?
Collecting a personal phone still leaves student data, and it leaves the hours after the last bell. Those are separate from the attention problem.
PRIVACY AND WELL-BEING FIGURES
| What was measured | What the record showed |
|---|---|
| Countries that explicitly guarantee data privacy in education by law, in the 2023 GEM Report | 16% |
| Education technology products recommended during the pandemic that could survey children | 89% of 163 products |
| Governments whose online education during the pandemic risked or infringed children’s rights | 39 of 42 |
| Teenage girls who felt worse about their bodies after using Instagram, in Facebook research cited by the 2024 GEM gender report | 32% |
The privacy rows cover education technology in general, including software on school devices. A school that collects phones and then opens an unrestricted laptop has changed the gadget, not the exposure. On well-being, the gender report ties social media to body-image harm for girls, which a pouch at school does not reach at home. A student in serious distress needs a trusted adult and a crisis service. A tighter pouch is not that help.
What to Check Before a Phone Rule Starts
You can use the same questions if you teach, if you lead a grade team, or if you send a child through the door. Vague answers mean the school has a slogan, and teachers will improvise.
QUESTIONS WORTH ASKING
- The hours: Does the rule cover only lessons, or the whole day from bell to bell?
- The spot: Is the phone in a bag, or out of reach in a pouch, locker, or box?
- The exception: Who approves a health or learning need, and can the student ask without a public argument?
- The lesson: If phones come out, is there a named task and a time limit?
- The notice: Were families told how the day will work before the rule starts?
Storage and the exception path change the school day more than the word ban on its own. If phones are used at all, the third answer is whether that use is a task with a stop time.
Frequently Asked Questions
What If There Is an Emergency During the School Day?
Call the school office, which is the route left open when phones are stored. Ask which number the office will use, and how a lockdown, an early dismissal, or a sick child is handled, before the first week. Families who know that path are less likely to tell a child to keep a hidden phone for safety.
Do Phone Rules Cover Watches and Earbuds?
Read the policy for smartwatches and wireless earbuds as well as phones. A notification on a wrist can break a lesson even when every phone is in a pouch. If the text names only phones, the distraction has another door, and you should ask for the wider wording before the rule is treated as settled.
Will a School Phone Ban Fix Social Media Harm?
A school-day ban does not fix social media harm after dismissal, though it does shorten the hours a phone is out during school. Home limits cover the evening a pouch does not reach. A student who is scared or talking about self-harm needs a trusted adult immediately, along with local emergency services or a crisis line you can find through find a helpline in your country.
Are School Laptops Covered by a Phone Ban?
A phone ban covers personal phones. School laptops and tablets are a separate decision, and you should ask which sites and apps stay open during a lesson and what student data those tools collect. A closed pouch and an open browser are different problems.
Why Are High School Phone Rules Harder to Keep?
They are harder to keep where the phones already are. In a fall 2023 survey of U.S. public school teachers, 72% of high school teachers said cellphone distraction was a major problem in their classroom, compared with 33% of middle school teachers and 6% of elementary teachers. A storage routine built for young children will not hold in a high school hall unless every period uses the same place for the phone.
Bring the storage spot, the exception path, and the lesson task to the next meeting. Those three answers show whether the policy will protect the hour or exist only on paper.
