Bailey Manufacturing to Open $4.3M Automotive Facility in North Carolina’s Scotland County

Scotland County, North Carolina, is set to receive a significant boost to its manufacturing economy as Bailey Manufacturing Company (BMC), a New York-based supplier of stamped metal automotive parts, announced plans to open a new production facility in Laurinburg.

The company will invest more than $4.3 million into a new 50,000-square-foot facility, bringing 35 new jobs to the region. The move is expected to double BMC’s production capacity while expanding its warehousing and administrative capabilities.

Strategic Expansion to Serve Growing Demand

“Bailey Manufacturing’s decision to locate to Scotland County is more proof that North Carolina is a top state for businesses across all industries,” said Governor Josh Stein in a statement. “Our state’s manufacturing legacy and longstanding commitment to innovation will continue to attract growing companies to every corner of the state.”

Founded in New York, BMC supplies high-volume stamped metal parts for the automotive sector and counts General Motors and other major automakers among its client base. The company also offers machining, welding, and assembly services. Its current output reaches 13 million parts annually, shipped to destinations across the United States, Mexico, China, and South Africa.

Economic Impact: High-Wage Jobs and Infrastructure Investment

The project is backed by a performance-based grant of $120,000 from the One North Carolina Fund, which supports new job creation and capital investment in the state. The average salary for the new positions is projected at $52,000, exceeding the county’s average wage of $46,708, resulting in a projected annual payroll impact of $1.8 million.

John Hines, President of Bailey Manufacturing, said the Laurinburg expansion aligns with the company’s strategic goals to better serve a growing customer base in the Southeast U.S.

“Our new southeast facility will allow us to better serve our growing customer base,” Hines said. “We’re grateful to North Carolina, Scotland County, and the City of Laurinburg for their support, and we look forward to a prosperous future here.”

Part of a Broader Automotive Supply Chain

The announcement strengthens North Carolina’s position as a manufacturing hub for the automotive industry. The state currently hosts more than 250 automotive suppliers and is home to 20 of the world’s top OEM suppliers. Its manufacturing workforce is the largest in the Southeast, supported by an extensive state-maintained transportation network.

Lee Lilley, N.C. Secretary of Commerce, described the move as another step toward building a resilient, globally connected supply chain.

“BMC is a great addition to our automotive supply chain,” Lilley said. “North Carolina offers the infrastructure, workforce, and ecosystem companies need to grow and compete globally.”

Broad Institutional Support

The project was made possible through collaboration among multiple stakeholders, including:

  • North Carolina Department of Commerce

  • Economic Development Partnership of North Carolina

  • Scotland County and Scotland County Economic Development Corporation

  • City of Laurinburg

  • North Carolina Community College System

  • Richmond Community College

  • North Carolina’s Southeast regional partnership

  • North Carolina General Assembly

State Senator Danny Earl Britt and Representative Garland E. Pierce both welcomed the investment, citing the potential for long-term economic development.

“These new jobs and investments are welcome additions for our community,” said Rep. Pierce. “This decision by Bailey Manufacturing validates Scotland County as a great place for growing companies to do business.”
